    'Noise wars': The EU's 'Hushkit Regulation' : Environmental Protection or 'Eco'-protectionism?
    On May 4, 2000, the EU enacted the so-called 'hushkit regulation' with the stated aim of reducing aircraft noise levels by significantly curbing the use of hushkitted (i.e. muffled) or re-engined older-generation jet aeroplanes at Community airports. The USA, however, home of both the entire hushkit industry and the vast majority of the operators and owners of the potentially affected aircraft, immediately demanded the regulation's repeal, denouncing its purely protectionist intent and effects and threatening the EU with retaliatory action. After a lengthy political and legal controversy the EU, in October 2001, gave in and withdrew the legislation. In this paper we evaluate the late 'hush-kit regulation' from three different perspectives - environmental policy, trade policy and rent-seeking potential - to determine its respective merits and demerits.

    Successful entry strategies on the deregulated US domestic market - the case of Southwest Airlines
    In slightly more than 30 years Dallas-based Southwest Airlines has grown into the fourth largest airline in the USA and the entire world. With its innovative low-cost low-fare no-frills business formula it has indeed revolutionized air travel. What is more the airline has become the most consistently profitable airline ever as well as the safest operator on the domestic US market. In this paper we will first discuss in much detail Southwest's business model as opposed to the traditional network carriers' approach. Then we will demonstrate that the unprecendented rise of Southwest Airlines - which has spawned an ever increasing number of epigones - reveals that the true effectiveness of strategic barriers to entry into the airline industry such as loyalty programs, computer reservations systems etc. has long been overestimated by economists, airline professionals, and policymakers alike. On the contrary, we show that infrastructure bottlenecks - which, in turn, are overwhelmingly caused or at least amplified by ill- designed allocation rules and access regulations - must be considered the only effective protection for inefficient incumbents.

    Why did Wal-Mart fail in Germany?
    Clearly dominating the US retail market, Wal-Mart expanded into Germany (and Europe) in late 1997. Wal-Mart's attempt to apply the company's proven US success formula in an unmodified manner to the German market, however, turned out to be nothing short of a fiasco. Upon closer inspection, the circumstances of the company's failure to establish itself in Germany give reason to believe that it pursued a fundamentally flawed internationalization strategy due to an incredible degree of ignorance of the specific features of the extremely competitive German retail market. Moreover, instead of attracting consumers with an innovative approach to retailing, as it has done in the USA, in Germany the company does not seem to be able to offer customers any compelling value proposition in comparison with its local competitors. Wal-Mart Germany's future looks bleak indeed.

    Potential and Limitations of Air-rail Links - A General Overview
    This paper examines the strengths and limitations of the different forms of air-rail links. In addition to this, the authors classify air-rail links and their underlying critical success factors. The paper also examines the consequences of the introduction of air-rail links with particular reference to short-haul links, regional airlines, and airports. Furthermore, the possible use of intercity air-rail links by full-service carriers as a means to counter the onslaught of low-cost carriers is discussed.

    Will Eastern Enlargement Force the EU to Fundamentally Reform its Common Agricultural Policy (CAP)?

    With a share of almost 50 per cent in the EU's budget the Common Agricultural Policy (CAP) is clearly the single most important EU policy. From its inception in the late 1950ies it has also been its most controversial for being hugely protectionist and essentially command-and-control in nature (in the words of The Economist: "An expensive way to create surpluses, high food prices, environmental damage and harm to poor third-world farmers"). Neither intense international pressure nor several internal attempts to reform it (the CAP had triggered several severe budgetary crises in the EU), however, were successful so far. On May 1, 2004, eight central and eastern European countries (CEC-8) plus Cyprus and Malta, will join the EU; by 2008, Bulgaria and Romania are scheduled to follow. Their accession will present the CAP with its biggest challenge yet. While in the 15 current member states (EU-15) agriculture is a quantité négligeable (GNP share: 2.0 per cent; employment share: 4.3 per cent), it is of major economic importance to the newcomers (GNP share: 5.1. per cent; employment share: 21.4 (!) per cent). As a result, Eastern enlargement will create both a poorer and more agriculturally oriented EU. Against this backdrop we will estimate whether Eastern enlargement is likely to increase the pressure for a fundamental CAP reform.

    Wal-Mart in Deutschland - eine verfehlte Internationalisierungsstrategie
    Ende 1997 weitete der US-amerikanische Einzelhandelsriese Wal-Mart seine geschäftli- chen Aktivitäten nach Deutschland aus. Wal-Marts Versuch, das bewährte US-Erfolgsrezept in unveränderter Form auf den deutschen Markt zu übertragen, ist jedoch gescheitert. Zurückzuführen ist dies zum einen auf eine grundlegend verfehlte Internationalisierungsstrategie. Darüber hinaus scheint Wal-Mart den Verbrauchern in Deutschland - anders als in den USA, wo das Unternehmen durch einen innovativen Einzelhandelsansatz seine Kunden anzulocken vermochte - im Vergleich zur lokalen Konkurrenz keinen überzeugenden Wertvorteil bieten zu können. Die Erfolgsaussichten von Wal-Mart Germany sind daher weiterhin als sehr gering einzustufen.

    Swissair's Collapse - An Economic Analysis
    Swissair's rapid decline from one of the industries' most renowned carriers into bankruptcy was the inevitable consequence of an ill-conceived alliance strategy - which also diluted Swissair's reputation as a high-quality carrier - and the company's inability to coordinate effectively its own operations with those of Crossair, its regional subsidiary. However, we hold that while yearlong mismanagement was indeed the driving force behind Swissair's demise, exogenous factors both helped and compounded it. These in- clude, in our view, first and foremost, the Swiss people's rejection of the European Economic Area (EEA) Treaty in a 1992 referendum, Switzerland's protectionist avia- tion policy, and media failure.
