    Wandel von Beschäftigung und Arbeitsbeziehungen im öffentlichen Dienst in Deutschland - zur Erosion einer sozialstaatlichen Vorbildrolle
    Der Staat als Arbeitgeber hat in den letzten Jahren zunehmend seine in der "goldenen Ära des Wohlfahrtstaates" (etwa 1960-1980) entwickelte Rolle als vorbildlicher Arbeitgeber aufgegeben. Im Zuge effizienzorientierter Re-Regulierung und politischer Dezentralisierung nähern sich die Arbeits- und Beschäftigungsbedingungen im deutschen öffentlichen Sektor den Verhältnissen in der Privatwirtschaft an. Damit einher geht eine über die traditionelle Statusgruppendifferenzierung hinausgehende Fragmentierung der Beschäftigtengruppen der öffentlichen Dienste. Zugleich werden die über lange Zeit kooperativ-konsensuellen Beziehungen zwischen Arbeitnehmer- und Arbeitgeberseite heterogener und konflikthafter. In diesem Prozess, so unsere These, ändern Gewerkschaften wie Berufsverbände ihre arbeits- und professionspolitischen Strategien und besetzen neue Felder in der betrieblichen, politischen und öffentlichen Arena.

    From wage regulation to wage gap: how wage-setting institutions and structures shape the gender wage gap across three industries in 24 European countries and Germany

    Whilst a common and persisting feature of advanced market economies, the gender wage gap nevertheless varies across countries. Amongst the factors affecting this wage gap, indus-trial relations and industry differences still require further research. Using data from EU-SILC in 25 European countries, this article analyses how national wage-setting institutions impact wage differences between male and female full-time employees in three distinct in-dustries. Complementing the country comparison is an in-depth study of the German case using data from the German Linked Employer-Employee Database, shedding light on the interaction of industry-specific wage-setting regulations and gender equity in living wages. Findings from the international comparison suggest a substantial gender wage gap for full-time employees across industries with specific country patterns. Country patterns seem to be due to the overall influence of trade unions and the relationship between pay bargaining strategies and specific minimum wage policies. The German case adds to these findings by analysing the impact of sectoral models of wage bargaining for industry-specific gender wage gaps, focussing on living wages for skilled full-time employees.

    Migrantization of long-term care provision in Europe. A comparative analysis of Germany, Italy, Sweden, and Poland
    Since the 1990s, many countries in the world have been experiencing a process of migrantization of the long-term care workforce, defined as the incorporation of migrant workers into formal and/or family care. Previous research has identified two models of migrantization (the migrant-in-the-family model and the migrantin- formal-care model), depending on migrant carers’ working place. However, cross-country variations in the intensity of migrantization and in its loci (in the family, within formal provision or both?) need more thorough investigation. This working paper describes, compares and explains the migrantization of long-term care in four European countries, representing different welfare state types: Germany, Italy, Poland and Sweden. The findings are based on secondary literature, document analysis, national statistics and expert interviews. The four countries show different patterns of migrantization, that we explain variations in their care, gender, labour and migration regimes. Sweden is characterized by the migrant-in-formal-care model, Italy and Poland by the migrant-in-the-family model, while Germany combines both models. Despite these differences, migrant workers are now needed in all four examined countries. Such transnational care dependencies have to be taken into account when designing and reforming national care, labour market and migration policies.

    Flexible Erwerbsbürgerschaft auch für Frauen? Herausforderungen der Arbeitsmarkt-, Familien- und Bildungspolitik in Deutschland

    Ausgangspunkt des Beitrags ist die jüngere politische Orientierung am Leitbild 'flexibler Erwerbsbürgerschaft'. Sie wird in einigen europäische Länder bereits seit längerem in Form einer aktivierenden Arbeitsmarkt- und Sozialpolitik realisiert. Für die Bundesrepublik, so die hier vertretene These, stellt die Orientierung an einer 'Beschäftigungsfähigkeit für alle' eine besondere Herausforderung dar. Denn die sozialstaatlichen Rahmenbedingungen sind auch im wiedervereinigten Deutschland nach wie vor vorrangig an der Arbeitsmarktteilhabe eines männlichen Familienernährers und weniger an der Beschäftigungsfähigkeit von Frauen bzw. von Eltern orientiert. Der Beitrag diskutiert strukturelle Rahmenbedingungen und Reformoptionen in den Bereichen Arbeitsmarkt-, Familien- und Bildungspolitik und fragt abschließend nach dem demokratischen Potential flexibler Erwerbsbürgerschaft.

    Freelancers in Germany's Old and New Media Industry: Beyond Standard Patterns of Work and Life?
    The paper addresses potential changes in the patterns of work and private life among free-lancers in Germany’s media industry (journalists, designers, software developers). In the first step, we analyze how freelance workers have been integrated into Germany’s regulations for the labor market. Our analysis points to important differences between the professional groups. In a second step, we ask whether freelancers in the German media industry fit the picture of workaholics. Our interviews with freelancers show that only a minority has thor-oughly blurred the boundaries between work and life, while most others still draw a clear line between the two. Findings on partnerships reveal that structurally equal dual-earner ar-rangements are widespread, but are not the only type of gender arrangement. An important group opts for structurally specialized arrangements based on traditional as well as reversed gender roles. In the final discussion we assess to what extent German trends in the changing patterns of work and life converge with those in the US and in the UK.

    Steigende Ansprüche an Umfang und Qualität öffentlich erbrachter sozialer Dienstleistungen stellen für Sozialstaats- undArbeitsmarktakteure in Deutschland eine besondere Herausforderung dar. Denn Ausbildung und Beschäftigung in den sozialen Dienstleistungen sind historisch als Frauenarbeit geprägt und weichen von den Standards von Normalarbeit ab. Der Beitrag untersucht ausgehend von der eher sozial- als arbeitspolitischen Regulation sozialer Dienstleistungen, wie sich Ausbildung und Beschäftigung in den Gesundheits-, Erziehungs- und Sozialberufen entwickelt haben und inwieweit jüngere Reformen und Re-Regulierungen zu einer nachhaltigen Berufsförmigkeit beitragen.

    Family Leave Policies and Labor Market Segregation in Germany: Reinvention or Reform of the Male Breadwinner Model?
    The historically dominant male breadwinner and female carer model in West Germany has resulted in comparably low female employment rates and a gender-structured labor market. Since the 1970s, the decline of traditional patterns and sectors of male employment has been accompanied by the expansion of the female-dominated service sector. Supplemented by women’s higher educational attainment, a pluralism of household forms, and German unification, the result has been constant growth in female employment. With more working mothers, the question of combining work and family has provoked policy responses that, in West Germany, have mainly centered on family leave policies. In addressing the question of whether these policies have resulted in a more equitable sharing of paid and family work, this article presents longitudinal empirical data on the working patterns of women entitled to different forms of family leave. These show how changing regulations have led to the institutionalization of a “baby break” for younger women and to the promotion of labor market exclusion.

    Zahlt sich Akademisierung aus? Geschlechtsspezifische Lohnniveaus und Erträge von höherer Bildung in Pflege- und ärztlichen Berufen

    Der Gesundheitssektor in Deutschland ist durch eine steigende Präsenz von Frauen im traditionell von Männern dominierten ärztlichen Berufsfeld und eine leichte Zunahme von Fachkräften mit akademischer Ausbildung in der von Frauen dominierten Kranken- und Altenpflege gekennzeichnet. Was diese Entwicklung für die Einkommen der männlichen und weiblichen Beschäftigten im expansiven Gesundheitswesen bedeutet, ist offen. Der Beitrag untersucht auf Basis von SOEP-Daten für die Jahre 2010-2013 die Einkommensniveaus und -zugewinne auf Basis höherer Bildung für männliche und weibliche Fachkräfte in der Kranken- und Altenpflege und im ärztlichen Berufsfeld. Die Ergebnisse zeigen, dass Frauen im Vergleich zu Männern in allen drei Berufen sowohl geringere Bruttostundenlöhne als auch geringere Bildungsrenditen erzielen, wobei die geschlechtsspezifischen Differenzen bei der akademisierten ärztlichen Tätigkeit geringer sind als in der berufsfachlich geprägten Krankenpflege. Die heterogene und weiterhin expansive Altenpflege ist durch geringe Einkommensniveaus für beide Geschlechter und besonders hohe Bildungsrenditen der männlichen Fachkräfte gekennzeichnet. Diese Differenzen verweisen darauf, dass die Frage, warum Frauen auch bei gleicher Qualifikation geringere Einkommenszuwächse erzielen, weiterer berufsfeldspezifischer Untersuchung bedarf. Throughout the last decades the German health sector saw substantive inroads of women in the male-dominated medical profession and a slight increase of personnel with tertiary education in the so far feminized and semiprofessional occupations of nursing and elderly care. Effects of these trends on the income levels for the male and female employees in the expanding health sector are still under-researched. Based on data of the German Socio-Economic Panel from 2010-2013 the authors investigate income levels and higher education pay-offs for the occupational groups of doctors, nurses and elderly care workers. Results show for all three occupations that women earn significantly less and get less return on education. The gender gap is less pronounced within the profession of doctors than the semi-professional occupation of nurses. The occupational field of elderly care stands out with low wage levels for both men and women but comparatively high returns on education for male jobholders. These differences indicate the need to focus further research on occupationspecific structures in order to better understand the reasons for unequal pay of equally qualified women and men.
