Item-typ:Veröffentlichung, Global Food Price Increases and Repercussions on Africa: Which Public Policy Interventions are really appropriate?(2012-03)In this contribution the impacts of the global food price increases of 2010/2011 on Africa are assessed. The impacts are severe, but there are differences with regard of country groupings, social groups and sub-regions. The various impacts have to be studied carefully as these do not affect only the macro-economy and the poor people, but also the development options and the long-term development perspectives of Af- rica. However, definitions and classifications have to be clarified first to understand the transmission effects and the poverty impacts of the global food price increases. It has to be made clear which food items, which African countries and which country groupings are affected by the price increases on the world market. Fragile and conflict countries, food insecure countries and oil exporting countries are affected most by the global price increases of food products and especially of staple crops. Item-typ:Veröffentlichung, Emerging Markets - Die afrikanischen Staaten in der Weltwirtschaft(2009-06)In diesem Beitrag wird versucht, afrikanische Emerging Economies zu identifizieren. Wir bemerken dabei, dass es verschiedene Definitionen und Konzepte gibt, so dass eindeutige Ergebnisse nur schwer zu erreichen sind. Die Definitionen und Konzepte werden vergleichen und bewertet. Wir bemerken zudem in Afrika sehr divergierende Entwicklungstrends in geographischer Hinsicht (wenn nach Nord-, Süd-, West-, Ost- und Zentralafrika unterschieden wird), nach der Stetigkeit der Wachstumsraten (Länder mit kurzen Wachstumsepisoden gegenüber Ländern mit nachhaltigen Wachs- tumserfolgen), und nach den ökonomischen Möglichkeiten (wenn nach landlocked, küstennahen und ressourcenreichen Ländern unterschieden wird). Wir können aber sagen, dass Emerging Economies in all diesen Kategorien von Ländern zu finden sind. Wir identifizieren in diesem Beitrag auch den Grad der Integration afrikanischer Länder in die Weltwirtschaft, und wir können dann nach dem Kriterium des ökonomi- schen Interesses ausländischer Investoren an afrikanischen Wirtschaftsstandorten auch afrikanische Emerging Economies und Upcoming Emerging Economies bestimmen. Wenn wir davon ausgehen, dass ausländische Investoren dort investieren, wo die prä- ferierten investitionsbestimmenden Faktoren gegeben sind, und wenn die Investitio- nen tatsächlich nach diesen Präferenzen getätigt werden, dann können wir ermitteln, welche Länder bereits das Potential für Emerging Economies haben bzw. auf dem Weg dahin sind. Wir können dann auch die Faktoren identifizieren, die ein Land in diese Richtung bewegen werden. Verschiedene Möglichkeiten, um den Grad und die Formen der globalen Integration zu bestimmen, werden dabei präsentiert. Es zeigt sich, dass all diese Analysen und Diskussionen zu einem Paket von Reformvorschlä- gen führen, die es afrikanischen Ländern ermöglichen werden, den Status von Emer- ging Economies zu erreichen und zu festigen. Intra-afrikanische Programme und Poli- tiken sind in diesem Kontext wichtig, und NEPAD ist eine einmalige Chance, ein ins- gesamt aufstrebendes Afrika (Emerging Africa) zu erreichen. Item-typ:Veröffentlichung, Der russische Angriffskrieg gegen die Ukraine und die Perspektiven der Weltwirtschaft – Sanktionen, Nicht-staatliche Akteure, Kollateralschäden und die Nachhaltigkeitsziele im internationalen System(2023-03)This essay discusses the new forces at work about the conduct of the war of aggression of Russia against the sovereign state of Ukraine. The essay starts in a first section with a discussion on the sanctions imposed by the Western countries to react to the Russian war against the Ukraine; the impacts and the types of the sanctions are considered. The section two analyses the role of the Wagner Group as part of a strategy by the Kremlin to use informal military and financial networks for the financing of the war of aggres- sion; the instruments to counter the sanctions of Western countries are exemplified by the plundering of gold which is mined in the Sudan. In a third section the prospects of the sanctions coalition of the West are considered, then the damages for the economy of the Ukraine and the plans for reparation payments and economic reconstruction after the end of the war, and then the implications of the war for the global security system. In the fourth section three groups of action programmes are considered, by highlighting first, the need to increase the surveillance of the non-state actors in the international system, like the Wagner Group; by investigating second, the collateral damages of the war of aggression on third countries and the global system; and by studying third, the impacts of the war on the "Global Agenda 2030", because all the seventeen (17) sus- tainable development goals (SDGs) are affected negatively. It is obvious that not only unregulated global financial markets have caused the crisis, but that global imbalances, global inequalities and global shifts have worked through the system. The most severe lack of global governance, despite of ever stronger globalization forces, is responsible for the negative outcome.
