    Conscription, the Military, and Welfare State Development: An Introduction
    »Die Entwicklung von Wehrpflicht, Militär und Wohlfahrtsstaat: Eine Einführung«. This paper discusses several possible causal mechanisms through which conscription and military interests might have shaped the development of western welfare states in the age of industrialized mass warfare. Relevant factors are military concerns about the quantity and quality of the population, the necessity to enhance legitimacy and to secure mass loyalty in times of war and military threat, and a growing pressure to compensate the ‘blood tax’ imposed by the draft with civic and social rights after the end of war.

    The Military Origins of Labor Protection Legislation in Imperial Germany
    »Die militärischen Ursprünge der Arbeitsschutzgesetzgebung im deutschen aiserreich«. Prussia, and since its founding in 1871 the German Empire, were pioneers in the introduction of general conscription and one of the largest military powers in Europe. At the same time, the German Empire was seen as a pioneer in public social policy. Using the example of labor protection, this article examines whether and to what extent connections existed between general conscription, power ambitions of governments, and social protection. It seeks to determine what role military reasons played in the expansion of German labor protection by analyzing the military’s influence on legislation between the early 19th century and the end of the First World War. This examination will show that military arguments have gained great importance over time but have never, with the exception of the First World War, been the dominant motive for welfare reform.

    The Warfare – Welfare Nexus in French African Colonies in the Course of the First and Second World War

The effect of warfare on welfare state development in Western democracies has been a matter of growing interest among scholars. The question of how mass warfare influenced social reforms in former colonies on the other hand, has been completely neglected. This is astounding, considering the fact that most European colonial powers relied on colonial troops to maintain the colonial order, to conquer new territories, and to repress struggles for independence and colonial revolts. This contribution addresses the role of the military, warfare, and conscription for the provision of social protection in former French African colonies, particularly in French West Africa from the beginning of the 20th century until shortly after World War II. French African colonies are most likely cases to exhibit such an effect, as no other imperial power militarized its colonial societies to the extent France did. The results show that World War I and the introduction of mass conscription did not lead to any systematic handling of social issues in French West Africa. However, the militarization and the experience of the First World War formed soldiers and veterans as a societal group that started to demand social rights. This development paved the way for later social changes and major reforms in the course of World War II such as the introduction of uniform pensions for soldiers throughout the Empire and the expansion of education and health services.

    Criticizing Inequality? How Ideals of Equality Do – and Do Not – Contribute to the De-Legitimation of Inequality in Contemporary Germany
    »Kritik der Ungleichheit? Gleichheitsideale und ihr Beitrag zur Delegitimation sozialer Ungleichheit in Deutschland«. Social inequality in modern societies requires legitimation. Yet, while ideals of equality are ascribed a central role in philosophical and public debates about inequality and social justice, less is known about how ordinary people draw on principles of equality in criticizing and justifying social inequalities in the current era of a “crisis of equality.” From the perspective of the sociology of critique, this article asks how different social classes refer to beliefs about equality of outcomes and opportunity when criticizing and justifying inequality in contemporary Germany. Based on qualitative interviews with respondents from upper and lower social classes, I show that the ideal of equality is inherently ambivalent and contested: On the one hand, respondents across classes reject the idea of equalizing outcomes but criticize unequal opportunities. However, only upper-class respondents demand greater state intervention to bring about equality of opportunity, indicating that this ideal does not serve as a normative point of reference for the lower classes. At the same time, due to its individualist undertones, the ideal of equality of opportunity also contains a legitimizing potential. Paradoxically, then, ideals of equality appear to contribute little to the de-legitimation of inequality in contemporary Germany.
