The first step was a simple registration procedure, followed by federal licensing in 1978. Since 1989 the licensing was complemented by price control in form of a maximum allowable cost scheme ("Festbetragsregelung"). Since 2004 the additional benefit of new medicines is determined as a mean to guarantee acceptable "value for money" for the statutory health insurance.
