Abstract: 
In our research perspective we regard the ILO as an international forum for the development of common understandings about problems and policies as well as collective actor. We thereby analyse ILO documents about context-specific situations and decision-making processes and we investigate into the significance of different national and social interest-constellations, perspectives and experiences in the political processes by carrying out expert interviews and explorative problem-centred interviews with staff members in the International Labour Office as well as representatives of the constituents (governments, trade unions, employers’ associations).
