Zusammenfassung
This first white paper of the iTEK series examines the real-world operational needs of first responders in disaster management. Drawing on field exercises, surveys, and validation events across Europe, it identifies ten clusters of information and technological requirements that define current priorities in the field. The findings highlight the central importance of situational awareness, intuitive digital tools, and resilient communication systems capable of functioning under degraded conditions. By combining qualitative insights with quantitative analysis, the paper provides an evidence-based foundation for aligning research and technology development with practical realities on the ground. Together with its companion publication on emerging technology fields, it contributes to bridging the gap between operational demand and technological innovation in disaster response.
