Abstract: 
In modern democracies political decision makers are supported by professional public policy consultants. Due to complexity, time pressure and claims for academic reasoning ethics councils should give advice based on their ethical expertise. However, moral debates can be characterized by disagreement. Ethics councils should produce a functional dissent in order to fulfill their consulting mission on the one hand without the transgression of competences on the other hand.
