    The Social Question and State Formation in British Africa: Egypt, South Africa and Uganda in comparison
    (Cambridge University Press (CUP), 2017) ; ;
    The paper explores governmental perceptions and reactions to “social questions” in British colonial Africa, c. 1880-1950. By comparing three different political entities, Egypt, South Africa and Uganda, we find that authorities across cases have been acutely aware of potentially destabilising social change. Some social problems actually resulted from colonial projects themselves, giving rise to rather contradictory interpretations and policies. However, the intensity of political reactions to social questions varied widely, ranging from a largely passive approach in Egypt to the introduction of modern welfare in South Africa. We argue that perceptions and responses to social dislocation had a long-term impact on patterns of state formation and social policy development.

    Herrschaft, Widerstand und die Regierung der Welt. Zur historischen Soziologie internationalisierter Politik
    (Nomos, 2015)
    Unter Rückgriff auf einen älteren Vorschlag aus der Disziplin plädiert dieser Beitrag für eine historisch-dialektische Perspektive zur Theoretisierung des Widerstands. An vier historischen Skizzen zum frühneuzeitlichen Staat, zur kolonialen Herrschaft, zum organisierten Kolonialismus und zu postkolonialer Herrschaft wird die These entfaltet, dass Widerstand und »Befreiung« offenbar nicht das Ende der Herrschaft, sondern vielmehr ihre Vermehrung bewirkt haben. Das Ausgreifen dieser Regierung und ihr widersprüchlicher Gang werden erkennbar, wenn nicht nur Institutionen, sondern auch soziale Trägerschichten der Herrschaft und sich wandelnde Subjektformen in den Blick genommen werden.

    Warum Zahlen nicht reichen. Plädoyer für eine erweiterte Erfahrung der Internationalen Beziehungen
    (Nomos, 2018)
    Woher wissen die Internationalen Beziehungen (IB) etwas über die Welt? Regierungsdokumente und -statistiken sowie Presseberichte stellen die wohl mit Abstand am häufigsten benutzten empirischen Quellen der IB dar. Der Preis dieser Ausrichtung ist die Übernahme von Repräsentationen und Klassifizierungen aus der nichtwissenschaftlichen Sprache. In diesem Beitrag wird diese Problematik an der Tendenz zur Quantifizierung der Empirie kritisch diskutiert, um auf Alternativen einer erweiterten Erfahrung und die Notwendigkeit einer hermeneutischen Ergänzung formalisierter Verfahren in der Erfahrungswissenschaft Internationale Beziehungen hinzuweisen.

    3 x Ukraine: Zur Politischen Soziologie eines Angriffskriegs
    (Nomos, 2022)
    Im Unterschied zu allen anderen Kriegen der Gegenwart hat der Angriff Russlands auf die Ukraine zahlreiche moralische und politische Statements von Wissenschaftlerinnen und Wissenschaftlern im Fach der internationalen Beziehungen hervorgerufen. Realistische wie liberale Ansätze deduzieren dabei Erklärungen eher aus ihrem Theoriebestand, als sie aus dem Material zu entwickeln. Der Beitrag schlägt stattdessen eine kritisch-analytische Herangehensweise aus der Perspektive einer historischen politischen Soziologie vor. Während es vor dem Hintergrund der zugänglichen Quellen schwierig ist, den ursächlichen Prozess dieses Krieges genau zu bestimmen, wird versucht, vier Bedingungskomplexe dieses Prozesses zu benennen. Sie berücksichtigen sowohl die geschichtlichen Strukturierungen wie das eigentliche Konflikthandeln. Die Gleichzeitigkeit des Ungleichzeitigen und der postimperiale Habitus der politischen Klasse Russlands sind solche strukturierenden Komplexe des Prozesses, während die asymmetrische Figuration Russlands, der Ukraine und der USA sowie das Konflikthandeln im engeren Sinne dynamisierende Bedingungen des Prozesses sind. Der Beitrag schließt mit einem kritischen Ausblick auf die weitere Interpretation des Konflikts und ihre möglichen Effekte auf Krieg und Frieden.

    Die Verunsicherung der Welt. Aktuelle Gewaltkonflikte und globale Ordnung
    Political science has only marginally worked on the most recent dynamics of war development in the Middle East and on the African continent. This article suggests an interpretation, based on the “Hamburg approach” to the study of war, which focuses on conflictive modernization processes and institutional legitimacy deficits. Whilst form and incumbency of state domination are at the center of these violent conflicts, their most visible product of the laboratories of multilateral intervention is rather an internationalization of political domination than what liberal approaches label as “global governance”. In order to grasp these changes, political science has to re-think the sociology of the state and to rediscover political violence as a subject of research and theory.

    When “the facts” become a text: reinterpreting war with Serbian war veterans
    (Springer, 2014-12)
    Rationalist theories of political violence proclaim rather than show what motivates war participation. This article tries to examine the limits of reconstructions of these motivations by analyzing interview material gathered from Serbian war veterans. Using “grounded theory” as a methodology, this research has revealed that the identification of motivations has to take into account social and historical contexts that play out as life-worlds and world-views. Real decision points are, however, hard to identify. Therefore, the article suggests a stronger focus on “carriers” (Trägerschichten) for the study of conflict dynamics.

    Kontrollierte Territorien, Grenzgebiete und weiße Flecken der Empirie in den Internationalen Beziehungen
    Die Beiträge des Forums setzten sich mit Herausforderungen im Umgang mit unterschiedlichen quantitativen und qualitativen Datenmaterial auseinander. Viele Fragen stellen sich dabei: Politische Interessen und begriffliche Konventionen fließen in nationale Statistiken, in durch Internationale Organisationen herausgegebene Dokumente, Medienberichte und auch Interviews ein. Probleme der Quellenauswahl und -verfügbarkeit, aber auch darin nicht enthaltene Informationen betreffen alle Materialarten gleichermaßen. Transparenz, Replikationsstandards und intersubjektive Nachvollziehbarkeit des Forschungsprozesses können eine gewisse Abhilfe schaffen, reichen aber nicht aus. Mit diesem Forum möchten wir eine Diskussion über die Qualität von und einen kritischen Umgang mit Daten- und Quellenmaterial anstoßen.

    Armed Groups and the Politics of Legitimacy
    (Taylor & Francis, 2015) ;
    This article serves as an introduction to a special section on the question of the legitimacy of non-state armed groups. Starting with a short discussion of the literature on armed groups as political actors, the authors emphasize the importance of the often-underestimated dimension of legitimacy. After having conceptualized legitimacy in more detail, the article addresses three key challenges armed groups usually face regarding the politics of legitimacy: first, they need to legitimize the use of violent means; second, for moral and material support, they depend on beliefs of legitimacy; and third, they need to simultaneously address various domestic and international audiences. Finally, the authors highlight a number of pending questions for further research on armed groups.

    International organizations, their staff and their legitimacy: Max Weber for IR
    (Taylor & Francis, 2016) ;
    If the journal was to fulfil its given task, it obviously had to seek capitalism wherever it was available, without any consideration of national boundaries … This systematic expansion towards the possibly broadest territory granted the Archiv an international character in even a higher degree than other publications within the discipline.

    Rationality and international domination: revisiting Max Weber
    (Oxford University Press (OUP), 2016-05-20) ;
    Rationalization, a core concept of Max Weber’s sociology, has so far largely been ignored in International Relations (IR) theory discussions, although his ideas about rationalization open new pathways for theorizing modernity and conflict. We revisit Weber’s concepts of rationalization and domination to show the limits of two key bodies of related knowledge in IR: scholarship on international organizations as bureaucracies and ideas on rationalization in the world polity approach. Rereading Weber’s approach to rationalization provides a distinct ground for our understanding of the current internationalization of rule. We illustrate the contribution our approach to rationalization makes by looking at budget support to sub-Saharan African states, and Mozambique in particular. The article concludes with a discussion of the implications that a critical rereading of Max Weber has for international politics.
